In November 2017, APN submitted a paper to the CSO Partnership for Development Effectiveness (CPDE) policy research on the “Implementation of a Human Rights Based Approach in Development Partnership.” The paper, written by APN Advocacy Officer Zeina Fakhriddin and titled “Assessing USAID’s Implementation of a Human Rights-Based Approach: A Comparative Study on Jordan and Palestine’s Agricultural Sectors”, looked at how well USAID’s projects in the Jordanian and Palestinian agricultural sectors is safeguarding smallholder farmers’ fundamental rights and how well it ensures holistic and sustainable growth in the sectors. The study found that USAID entirely precluded itself from addressing the root causes of the agricultural and socioeconomic adversities of both countries. The development partner instead focused largely on a market-based approach that supports high-value export crops and neglects agricultural development, innovative research, or livelihood empowerment.
